CMS development needed using our design for our website

We are in need of a programmer who can develop the inner working of our own website's CMS. We are a marketing and design agency that offers web development as well (we just lost our programmer), so if you do right by us (quality work, quickly...at a good price), we will outsource a ton of our programming work to you. Currently...we are looking to build a CMS for our website that will allow us to update and manage portfolio items, as well as manage form submissions and a handful of other things. ALL DESIGN WORK AND LAYOUT FOR THE CMS BACKEND AND FRONTEND HAS BEEN DONE...YOU'LL ONLY NEED TO MAKE IT FUNCTIONAL. The project will consist of two phases: THE FIRST: Using our CMS design at [login to view URL] and [login to view URL] we must have the form submission system working (with the frontend of the website) to handle quote requests, service issues and general submission; we have also created a portfolio category and updater to work with the frontend. Lastly, an email system that manages all submissions from the site, allows us to add in more, opt-outs, automatic site responses and the ability to create mailing. IT IS VERY, VERY IMPORTANT THAT WHOEVER IS CHOSEN FOR THIS PROJECT FOLLOWS THE DESIGN WE HAVE PROVIDED EXACTLY - THIS MEANS NO CHANGES...TO EVEN SPACING OR LINE LAYOUTS. ALSO, YOU WILL UNDERSTAND THE FLOW OF THE PROJECT BY VIEWING THIS AREA. THE SECOND PHASE: The second phase of the project will consist of creating a module allowing us to "create" client login accounts where we can post new work, invoices, and allow clients to link up with a paypal account to pay by credit card AND a staff area allowing us to add staff members/salespeople with their own logins for leads.. The frontend would of course have the login area. ONCE AGAIN, WE WILL PROVIDE ALL DESIGN AND LAYOUT WHEN THE TIME IS READY. As we have mentioned, if you do the work correctly...and quickly...and at the right price...we will outsource thousands of dollars of future work to you. UNFORTUNATELY, THIS PROJECT ITSELF IS TIGHT ON BUDGET and TIME SENSITIVE (FOR THE FIRST PHASE). Attached is also a document outlining some of the key features for the first phase.
