design and code a new website

I am looking for someone who could design something like this site www us-rentacar (dot) com The booking engine on the site is from car trawler. I have attached the manual on implementing that on the site. I was able to call the form on a simple php document however I am not good at designing and need someone to design the site and the banner. However if you cannot design the banner and are good with coding please do not hesitate to put in a bid as I would still be able to split the design and coding. I do not need the writeup on the site which I will do separately however the graphics needs to be appealing and bit different than the us-rentacar site because of copyright issues. IMPORTANT - I would appreciate if you would be kind enough to include some sample of your prior job. Please also specify a timeline of when you can start and finish the job.
