IP delivery / Cloaker modification to use memcache

I want someone to rewrite and? optimize? my php cloaking script that i wrote. the script currently reads ip from a txt file and compare it to the visitor ip. I want to change this to a database driven cloaker with memcache for speed. I also want to add a api function to the script where i can put the api script on multiple servers but keep the core and database on my main server. so api call would be like [login to view URL] the cloaker ? will return true/false based on the data supplied. i also need a simple UI to add ip to database or to add/delete api access. my script work 100%? currently i just need it faster and i need it now before monday ? ## Deliverables i need this asap, memcache and api are very important
