linux guru needed

We made a script but i'm facing one problem in development server to run command from php apache user www-data should have rights to run service command. I need someon to allow those rights so the apache web user can start, stop service as well reboot from php file. because starting service, stopping service, reboot is generally done by root user of server, when we call website it will called by apache web server's user which is not root and it hasnt enough permission to run those command from php script I need this performed on a development server, then I need to have my developer verify this works and then performed on my production server.
