Need a directory built(repost)

I need someone to build a directory for me. The directory should be very similar to www.serve-now without all the bells and whistles. Basically I want the user to be able to click on a state, from there a city, which would bring a list of service providers in that cidy. The service providers should then be clickable and should display their information. I do not need this to be a custom job and I would think there is some sort of template that could be utilized to make this pretty easy.
