PHP development for custom admin interface

I’m looking for a PHP developer to work on a custom admin interface for a small web app. I've already built the static HTML/CSS files for all pages making up the system and need a developer to use these as a base for the back-end coding and database integration. I expect all code created to be sensibly commented and conforming to modern best-practice (use of classes etc). Version control (SVN, Git) is available and I'd prefer that it be used, although it's not a requirement. STAGE 1: CONTROL PANEL This will be the password protected control panel that I use to manage a series of reports created for customers. It is made up of the following pages: * Report Listings Page: -All reports listed on the page -New reports (not yet viewed) are flagged with the blue “New” marker -Reports that have been sent to the customer are flagged with the green “Sent” marker -All reports have an “Edit” button which takes you to the edit page for that report -“Add New Report” button for creation of new reports -Static mock-up of report listings page available on request. * Add/Edit Report Page: -Report content editable via a series of text area form elements -The green “Save” button saves all form data to the database and returns the user to the report listings page -The blue “Preview” page opens the current report using the “Report Viewer” (see below) -The blue “Send to customer” button triggers an email to the customer containing a link to view the current report using the “Report Viewer” -The red “Return without saving” button takes the user back to the Reports Listing Page without saving any changes -Static mock-up of add/edit report page available on request. STAGE 2: REPORT VIEWER The is the customer facing report viewer part of the project. When a report is built using the control panel it will be emailed off to the customer as a link to the report viewer. This link will be made up of a URL followed by a string of randomly generated characters e.g. [login to view URL] -Static mock-up of a sample report available on request.
