Write some Software

I need a small program that writes the data from a Phidgets 1040 GPS and 1044 Spatial ([login to view URL]) to a text file, for a data acquisition system. It needs to be written in ANSI C and executable on Windows laptop (both Windows XP and Windows 7,8) as a 32 bit application. It can be very simple, run from a command prompt, allow me to type in the name of the file prior to data acquisition, and then allow me to terminate the acquisition. The only other option I need is to be able to specify the sampling rate for each run. All of the device drivers, function calls, libraries, and documentation are on their website, as well as sample code for similar projects. I expect the project will take a few hours for an expert programmer (I took C in undergraduate school, when everyone used DOS, but I'm not up for this and I'm too busy to learn something newer). This is basically all there is to it, except that I need the data from the two devices to be recorded with a consistent timestamp, and it would be preferable if the position reported by the GPS be at the time that the Spatial reported its information.
