Hi, Iam Ian a web developer based in Ireland. I know exactly what you are after as I have done a number of these recently. Given the plugins you are after and your comments re themes would suggest the following. Use marketpress rather than woo-commerce, its built for the plugins your are looking at. Has a 100 theme pack with it so shops can change easily their appearance while you control the overall parent site. Easy to set up chained payments with, i.e you get paid first on the site, these apps have to be approved by Paypal and I have got them through before. Thats the good news, the site can be built on your budget, the bad news is that they upgrade frequently and thats a cost, you would need to budget for some upgrades during the year, applies to some of the other plugins you have listed below. You will also need good hosting or the site will be very slow. I can set you up with a marketpress demo so you can have a look at.
