BitTorrent Web Cient ( Torrent Leech ) script Needed

Hello People .. I want someone to make me a new PHP script which can download torrent files to my server. And provide the downloaded files as a "http" Links. I mean someone who can create " Torrent Leech" Script using Bittorrent or something else. Script Working Method: Torrent file uploaded to the website >> Files downloaded to my server >> Users can get HTTP links. Anyone can do it ?? Please send your offers ..
