Build a Website

I am looking for a hosted database solution that will index a ton of files, emails (With attachments), and phone records (with recordings). I am not sure where to start. I am thinking something like a MediaWiki platform but i think i will be doing a lot of redesigning to get what i want. An example of what i am looking for is this site: [login to view URL], wikileaks made this and indexed all the sony documents from the sony hack last year. I have phone records in CSV format, Emails in PST or EML format, and Random documents. I don't know what a budget would look like, that's negotiable.
