Customer Login System with Back-end Admin

I need someone to help me create and develop a login system\account creation and backend admin for me to add/delete/suspend/edit User Names and Passwords. I need someone who is experienced in making user name and password forms with authentication for account creation. I need someone who knows backend stuff. I need someone who knows how to work with password protection login forms. You will start right away and finish ASAP in a reasonable time. You big within my projec budget or you will not get hired.
