I've reviewed your project details and creating a PHP script that will read the emails from the CSV file, and send out a predefined email to one address every minute isn't too difficult. My recommendation would be that we create a script which imports the CSV file into a MySQL database (I assume you have access on your server) as this will make tracking must easier and efficient. Then another script which you could have setup to run as a schedule process (through CRON on Linux servers) every minute. This script would pull an address from the database, it would then check the address to ensure it is valid (in terms of format). It would then make sure that the domain exists, and that the domain has valid and operational mail servers. It would then verify that the email address exists and accepts mail.
If an email address is good, the script would then send out the predefined email, update the database to mark the address as sent and exit. If the email address is invalid, the script would delete it from the database and then grab the next one, and so on until it gets a valid address.
