Build me a per to per pay system like PayPal

I would like to create a person-to-person payment project like PayPal but not copying the system in detail ... I have a very low budget but very large expectations. I would like each person to have a balance based on the value of their country's currency spent in dollars, something like: Balance: 3047 ARS (Argentine Pesos) that is about 100 US dollars. I would also like it to be comfortable, a little quick and reliable for people. I want it to have a simple and friendly interface for the eyes. It would be very good if the registry had the following structure: -First name -Last name -Country -Currency -Cellphone number and that to deposit money in the account you have to use a non-digital method like for example in my country is the "Pago Facil" and the "Rapipago", if you do not know what I am talking about I would recommend that you look for it so that you understand that I mean...
