Build a Wordpress Plugin

I'm looking for experienced WordPress developer to build a Ranking plugin for WordPress similar to [login to view URL] - this plugin must be built RTL (Arabic) Main Features Requested :- - Adding Ranking Items [ Title, Description, Image ] - Embedded Ranking Lists via shortcodes - Upvote & Downvote based on IP Address - Each Ranking item should have it's own page with it's title, description, image and lists participated in . - This should be in Arabic Language which means RTL - The ability to add item to the list via front-end submission that waits for review from plugin admin panel. - Embedded Rankings Lists via Embed Code outside the website with credits Please note: We are not looking for a website design, we are looking for a plugin. There is a plugin that has similar functionality that we can discuss over chat. This is an urgent job and needs completing within the next day or two.
