Create a basic calculation program.

I am looking to create a basic calculation program to fulfill an automatically generated random employee roster based on a points system. I have an excel spreadsheet of basically what I am looking to accomplish but it wasn't quite working, I'd rather have it as a program. I will upload the spreadsheet as an example of what functions we are looking for the program to perform. It will need to contain the following options (As seen on the attached Spreadsheet) : 1. Select a list of names of the employees for work roster 2. Select a list of dates for the roster, as well as being able to select a list of dates each employee will be at the different subdivisions (hospitals) and departments 3. Ability to add leave dates for each person as exclusions 4. Ability to allocate points for different days (Weekdays, Friday, Saturday, Sunday, Public Holiday, Short Call) The program administrator needs to be able to change these points. 5. Ability to exclude certain days for each employee and force certain days to be included. 6. Ability to set subdivisions (Hospitals) and departments within those subdivisions. Employees should only be allocated for work duties at those hospitals and departments for the dates they are working there as set in step 2. 7. Running the calculation program should randomize the dates for the users. Once the exclusions, leave dates, and forced dates are set the rest should be randomly generated. 9. Ability to set the number of employees working per night. 10. Ability to set sick cover employees in case of emergency per night 11. Ability to export output to an excel file Extra Options: 1. If an employee works Friday, they should automatically be on duty the Sunday of the same weekend 2. There must be two full days between work duties (with the exception of the above point) 3. No employee should be on duties two weekends in a row 4. Employee is not able to be on duty the day after or before they are on sick cover Expected outcome: A completely random, automatically calculated work roster which has taken into consideration the above exclusions, as well as the selected days above for inclusion / exclusions and for the calculated points outcome for each person to be as equal as possible for every employee.
