Create a plugin for referred program with wordpress and woocommerce

Hello, we are looking for someone to help us to develop a custom plugin for our referred program to be deployed into our store with wordpress and woocommerce. These are the details specs what we need... 1. Register new user into referred program (name, sex, birthday, address, email, phone number, and the reference id of who invite to register, this last field is optional) and manage up to 4 levels below. Send welcome email and referred link to invite to other users. Level 1 - The person whose refered a new seller receives 4% of the sales of this Level 2 - The original referred get 3% of the total sales of this level Level 3 - The original referred get 2% of the total sales of this level Level 4 - The original referred get 1% of the total sales of this level this would be an example of the above scheme Mario invite to another new seller with my personal referrer id lets call Bob, bob would be my first level, so lets say bob invite to another(s) seller(s) with their own referrer code, let say john that would be my second level, so let think now John invites to a new seller with his own refferer id Mary, she would be my third level and she invites to Robin, he would my my fourth level. Mario->Bob->John->Mary->Robin Mario->(first level)->(second level)->(third level)->(fourth level) So in this example Mario wins a revenue of 4% of total sales of Bob 3% of total sales from John 2% of total sales of Mary 1% of total sales of Robin i could have n seller in any level according to this scheme its like a multilevel marketing plan or multilevel sales 2. General policies - Please note the total money earned is converted to points inside the system (electronic wallet). With this points is possible to buy stuff on the website with a limit of 25% of each purchase. - Also is possible to buy a product with 100% of available points (electronic wallet) while this conditions are true. The purchase must only include 1 product, the shipping address was not registered before, we mean this option only applies for new shipping address only - Also must be option to pay for products with real money (credit card, paypal etc) like a regular cart on woocommerce 3. Option to share the refereal link and number with email/facebook contacts 4. Allow registrarion from facebook and take picture from profile. 5. Encorage to be part of premium membership where with a monthly recurrent payment of $100 received a bonus or virtual points of $800, this bonus amount will be reset each month. 6. Frontend/User options On the user dashboard must be this options - Cart Checkout - Referred Network - Invite new users - Total earning per period of time - Total and remaining bonus (if is subscribed to premium membership) - Orders history - News and notifications from admin 7. Backend options On the admin/backend user - Manage users and edit afiliates network - Manage and view referred by type and bonus reports - Report of visitors and new users in a period of time - Report of total sales in a period of time - Report of sucesfull payments in a period of time - Report of processed orders to prepare the shipment of products We dont have any defined budget so please give us your best offer.
