I can write a program in perl or php able to compare lists of milions of emails in few seconds or minutes, depending on hardware limitations. The easy way is to do it with files of plain text, but the program could be able to do it with an input string or an input file, and comparing it against another massive file or directly against the database. Depending on the size of database and input string/file, the process will be faster against a massive file of emails, but it is still doable against the database. I will need more details to be exact with my estimation. Is your webform receiving the user input now or should be programmed? The fastest way for me is to provide to you a single .php or .pl script runnable via exec, receiving some parameters and returning the result. How you process such result (returning it to the user or whatever else) is out of my scope.
