Hi, I am a expert Joomla! Problem solver. Thus your project falls into my expertise, I have solved these kinds of issues on various sites. I think that I can solve this problem within a very short time by looking into the core. Most of the cases, these are came due to improper upgrade of Joomla! files, which crash them ultimately making them load slower. The first thing I would do is take a complete backup of the site and get it running on a virtual server such as WAMP... If it is still slow on WAMP or XAMP (on your own machine) then you know there is a conflict on the platform; if however it runs no problem - then you can be rest assured that your site is on a VPS that has its resources shared with too many sites or the server itself has been compromised. I would also check if all possible caching has been enabled and that all CSS has been compressed etc. If the above does not work with your existing guy - then I suggest you give it to me for a couple of days and see what I can do.
