I need JavaScript developer to update my code to run what I expect

I have some testing content. HTML4 file which is running on Windows Apache. I need to update what I expect Requirement: -Need to run the content on Cross Browser support from IE8 and later, Firefox, Chrome, Opera, Safari -Need to run on the environment, which does not support DOMContentLoaded - Need to run the code of no script tag if JavaScript is disabled on the browser.
