PHP Database Language Fix on Site and Class

The php script i'm working on have a backend translation system. Default language is english. I'm trying to translate the entire script and site in french. Using the admin area translation system I can translate words in french using accents like é à û ' etc and it display fine on site... The problem is i'm trying to remove english from that entire script and setup so it's 100% french. Now in the database each french words when i setup in french get cut in half like 'Propriétaire" is Propri... and on site �. Most programmers can't solve the issue even with chartset, etc. I need someone to help me solve that problem ASAP! So here is what I need to be done: -Change english as default language to french language default mysql class php i don't know but the [login to view URL] show class before pushing the button I need that french accents and ' to be compatible. -Make shure all accents will show properly on each page and in database -Make shure database will display french caracters and not cut words in half Anyone who can solve this ASAP will get the job. 6 other dev couldn't. Hello It seems the special characters are making problem with mysql query. It should be filtered before inserting into db. Have you tried that solution?
