Hello, I'm an experienced web developer and I've working with Wordpress for years. 1.- I've created and customized multiple plugins and themes, I'm completly familiar with Wordpress code base 2.- Yes, DOMPdf and FPdf 3.- 8 years in PHP, 5 years with wordpress 4.- I suppose you mean in Wocoommerce, there are several ways of doing this with the hooks, you can add an action (add_action) on the hook "woocommerce_order_status_completed" to do on order completed (You can change completed to any status), you can use "changed" instead of completed to do function on any status change. And you can use "woocommerce_order_status_processing_completed" so it will trigger only when the order changed from processing to completed and no every time it changes or if it changes from any other status to completed. (You can change processing to complete)

I have worked on doc,excel ,pdf generation in corephp as well as wordpress site . I have used mpdf library for pdf. For woocommerce, I have generated pdf on new member registration. For woocommerce , we can use various hooks such as payment complete, new order creation for pdf generation. If you provide exact format of PDF and when u want it generated and where it need to store.
