Hi, i think its an easy fix. You have to check the form configuration so that SMTP server and username and password is setup correctly. ;-)

Hard to say the cause of the problem without a site review. It could be a server, network or configuration issue. I have a lot of experience, not only in Joomla but also troubleshooting network protocol problems. So tell me if you want me to give it a shot.
