Need programmer

I'm a researcher studying cell phone use and education. What I'd like is a web-based interface that allows a user to scroll through several pages of a passage, with tracking on how long they spend on the page, with a visible sidebar meant to mimic a cell phone. In one iteration, this would just be used for generating test questions while reading. In another, it ideally would function similar to a phone, with social media popups (as well as the ability to generate test questions). I'd like to be able to track how often people use the sidebar as well as what amount of time they spend in any particular "app." I am applying for a grant to do this, and I am new to this area. I'm not sure of the budget, so I'm looking just for quotes right now. Willing to pay well for good work.
