read aloud poker hands dealt on PokerStars

I need a software developed that will read aloud to a player his hole cards via the speaker, for example if player gets Ac Jc then it should read aloud in the speaker. How much budget is necessary for this, please explain in detail. How much time required, have you done such projects in past, are you aware of pokerstars hand history format. Please explain in detail simple project bids will be ignored this is a serious project and I need to get it down asap. Budget is not a constraint.
