Hello, I can accomplish the project using python (and YOLOv3). The only challenging part is the speed detection using only a camera. It can be accomplished, but it requires more custom code and work to be done. In order to fit the budged of this project my suggestion is to start with the object detection and have a separate project for the speed detection. Regards, Nikolay Kovachev

Hi, I have sometime implemented something similar to what you describe, I made it with dogs. I can implement a solution quite fast, except for the speed calculation, it would require more experiments than the other problems. Hope you consider me.
