The need is to export data from power bi without having enabled the export option at the admin panel. The data which will be exported must be the data that derives from user's selection. Let's say that we have a Power BI published on the Power BI Service and the user slice and dice in the report. We need the data of one visual to be exported , either on csv or imported into a SQL. For the approval of the project the freelance must provide the specific Power BI which will be tested on the Service. If the power bi do not export the data of a table will not be considered as succeed.
