Open Edx custumization

Hi, I have an E-learning website based on Open Edx in Arabic Language and needs some customization 1- we have privet html & css design want make layout for site 2- add plugins facebook, google+ for login 3- support arabic language in site 4- Full ecommerce functionality with PayPal for online payment in site 5- dedicated email server for sending emails right from the dashboard. we have VM in google cloud 4 cpu 8 GB ram OS Ubuntu 16.04 we want professional developer to look more professional .. our target is to have our website to be similar to this website ([login to view URL])
