Multi-tenants dynamic UI offline web application

Project Description: Create offline application for data entry forms. It should support multi-tenants where each user can have his / her own UI (UI metadata is described in XML). It could be web app (with dynamic UI created at runtime from XML metadata) or packaged app generated from XML metadata. 1) Each user (or admin) can submit an XML metadata file which is used to generate the app for the user. 2) Login page for each user (if web app). 3) The application must be use modern architecture and must work offline. 4) The data entered is saved in XML file (similar to the XML metadata used to create the UI) and can be submitted back to a web service to process / save on the server side. 5) Generated UI should support these basic controls: Textbox, Checkbox, Radio button, Date picker, Pick list, Combo box, Multi-select list (or repeater control), Image (with the ability to take picture from tablet / phone). Lastly, future enhancement is the ability to enter text with voice instead of typing. Deliverables: 1. Documentation of architecture. 2. Instruction of how to build and deploy the app. 3. Demo site which user can login and submit the XML metadata for the UI and getting back a working UI. 4. The visual appearance should be: a. Modern and mostly flat, SPA, responsive and fluid (works on tablets and large phones). a. Very clean naming following modern paradigms b. Clean implementation, easy to understand Procedure 1. The proposals should have details about architecture / framework used and the technology stack. 2. I have some preferred modern framework / stack in mind by I am open at this point. 3. The bib amount can be lower of higher than the budget range. 4. The project will be award to bidder with most details and references that I will comfortable and most confident with. Further steps If this project is successful then further work will follow. Further work will be enhancement and maintenance. Follow up work are things like configurable pick list, combo box and multi-select list (where users can manage the prepopulated items), UI layout configuration (bootstrap?), back backend web services, etc. Again: All this is not part of the current project, but would be done as follow up.
