Mappoint 2012 integration

We need to display Pushpins on a mappoint map display. Currently using VB.net 2012 and mappoint 2013. The data displayed will be vehicles and pickup locations for a taxi company. Pushpins will need to be able to have information tagged to them. Attached is a picture representing what we are trying to achieve. The data to display is provided in a regularly updated csv file. The application you produce will scan for this file, read and display the data and then delete it. Once completed you will supply us with all code and programming notes so that we can adjust and maintain it. This project MUST be completed using VB.net 2012
