I have built many application that required load balancing, including a project back in the 2000 that was built in classic asp that had over 20 front end servers. Building this for .Net is simple, but there are some coding practices that would need to be followed. It's not just a matter of setting up IIS. If the code is wrong, then it will not work properly, or you will over load all of the servers, and you will get the opposite affect you are looking for. I live on the east coast of the US.
