We need a Windows (7, 8.1, 10) application that will take an existing MS Word document (2010 & later) as a template and, similar to a mail merge, fill it with data from an Excel file. Currently we use a Word template and populate each item manually and frequently reuse the same information, so we want to make the report creation more efficient and automated.
The data will not be simple as in a mail merge, but will consist of:
1) sentences
2) paragraphs
3) lists
4) pictures & graphics
5) meta data to delete or add sections to the template
6) Names, date, contact information
7) customized footer information
The final product of this app will produce a fully formatted document consisting of the MS Word document with the information added in from the Excel file. This will be a report that is printed, so there is no video or audio. The final report, with approval from the user, will automatically email a copy to a specified user or users.
The Word document template already exists, but the Excel file does not. Part of the project is determining an efficient layout of data in the file. The Excel file will have a variable number of sections, each with a variable amount of material. The format of the data needs to be easy for an Excel novice to use comfortably.
The design of the software needs to be extensible to allow for easy modification in the future. We are open to different methodologies, but high level archetectural design needs to be approved by us before proceeding to ensure we understand and like the technologies and flow of information.
Allowable languages are C++, Java, VB (if absolutely necessary). Installation and Execution cannot depend on non-standard software being installed. You may require Java Virtual Machine and standard C++ dll's.
Deliverables are complete source code, list of source code dependencies, libraries, non-standard dll's, and installation file or executable as well as a walkthrough of the final application. Time frame would be under two months.

I reviewed the requirements overview you shared and would like to inform you that there are more than one ways to generate word documents from a template and data in Excel. I am an expert in MS Office automation and as you would see, have done more than 490 projects here on freelancer itself with Excellent ratings.
If you could drop a message to me, I would be able to demo two different set-ups that I did which were similar to your requirement. In one, the complete Word file is 'written' on run time while in other a Template is 'populated' with data from a spreadsheet model.
In your case perhaps a hybrid approach would work. If you could share the word document template and the various sections etc. that it may have, I would be able to suggest a very intuitive design for your purpose.
