Write some software

I need you to develop some software for me. I would like this software to be developed for Mac . Looking for an application which I can enter key words into which will automatically find tweets on twitter and comment on them with a simple phrase. Looking at commenting on specific tweets which tweet at a specific twitter account and/or notify me when one meets the criteria. I need this to be done live and check every 5 or so seconds. Can explain more.
