An engineering resume, I believe, is meant to show that you're a problem solver. If I get you correctly, you want a resume that emphasises how you've helped your previous employers solve their problems.
Before I chose freelancing, I had a resume that would get me oohs and aahs from my prospective employers. The people who saw it, in their own words, were impressed by the fact that I emphasized how I provided solutions more than my certifications, awards or education. And I say this with all humility.

I have a taste for well designed things, be they user interfaces, poems, paintings or books. And if I were to work on your project, I wouldn't forgive myself if I didn't design it well (well-chosen font, appropriate colour scheme, etc.).
