Hi, for this kind of work I use Maya and Zbrush, I don't know if you'll use high poly mesh or vector displacement maps (which render engine you use!?).
I have no problems with character modelling, including faces or whatever, but of course, be aware about 3d is always far more "perfect" in motion than toons, so if you want something exactly similar to the 2d anime, you'll have this sense about perfect volume conservation so typical of 3d.
The price would be per character. Only modelling till skin detail. No textures, no rigging, no animation, just modelling as you request.
