Basic Vuforia Program - Play Audio+Video when detecting target image

I need a really simple program to be made, but I just don't know the basics of Unity or Vuforia. I want the app to detect several target images that will be placed around the room. When the images are detected, a video and audio will be placed over the image for as long as the image is being detected. When the image is no longer detected, it stops the audio and video. When the image is detected again, it will start from the beginning (although, if possible, have one where it starts where it left off). For the purposes of this project, you can use any target image, sound, and video you would like and I can replace those when it is completed with the ones I have created. I will pay additional money to anyone that will explain the program to me after it is completed ($20/hour)
