Hi, I have 5 year experience in Ruby on rails, i have recently worked in a automation project which is kind of similar to this. I can do the scrapping using ruby and build you a web app using rails, also run the cron job which will check the site for particular interval. If you want we can save it in a file, but i would recommend saving it in db
