Show Me How To Access WIndows LOCALHOST From Google Chromebook( Is it possible?)

Hello, Easy project for someone who knows what they are doing? My budget on this is only $10 though. I just need instructions. I have a program that I run from my computer localhost:7687/program-name I am using APPSERV to do this. I am trying to access this file (in the same house) from my Google Chromebook. Can someone show me how to do this. Is it possible? I saw a couple of new apps on Google Play, but confused if this will work or not. Do I just need to buy a windows laptop? We are accessing the file through Chrome Remote Desktop now, but I am not able to use my computer when my wife is access the file to do work. Looking for help
