web designer needed for lucrative e-commerce website

I posted this project before and the freelancer I awarded the project to turned out to be a spammer. I paid and did not get the work done, so I will only award this project to those bidders who have high feedback and can show me work that I can trace back to them. I ONLY have the design for the homepage; this design must be replicated and implemented to design the whole website. I need this website to be SEO friendly. I also have a separate budget for SEO work, so if you are able to offer these services, I can offer the future SEO project to you. The structure of the website must be similar to www.creativeprinter.co.uk. i.e. all the products will be more or less the same as those offered there. This website has poor visuals, so I want my website to be very different from this. Everything you see on this website, i.e. the products, and how the prices and items should be presented, should be similar to this. The actual buying experience and how the online account should be structured should be similar to this website: [login to view URL] FUNCTIONALITY OF THE WEBSITE 1. Designs are stored on server as print-ready PDF files and in customer account for future reorders. 2. Customers are able to reorder their designed materials by going into their account. The customer must be able to upon ordering, either: 1) upload their own artwork 2) be able to send their design brief to us via an online portal. 5. The user must have an online control panel where he/she can view orders, check status of order, upload, approve artwork. Likewise there should be an admin control where I will be able to view all recent orders, transactions, have access to customers account. If the customer is getting artwork designed by us, there should be a facility to allow the admin to send the artwork directly to their online account, so they can view it online, and accept or reject the artwork.
