WP Menu will not appear in Dashboard because of memory issue

READ CAREFULLY BEFORE REPLY About 2 weeks ago, our Menu from the dashboard got one of these messages: Fatal error: Allowed memory size of .... I know something about this problem so I increased the memory size from 64MB to 256 in all of the usual suspect places: the [login to view URL] file, the wp_config file, added a line to the. htaccess file, and I even deleted some unnecessary plug-ins. None of that worked. Inside the CPANEL under software, I can look at the php file and it says memory_limit 64M. My hunch is that this command is overriding everything else. Although I can see this file, I am not adept enough at getting to it, and editing it. Plus, changing this line on the php file may not fix the problem at all. Who knows? WP is garbage, IMO. A memory allocation problem for the menu is not common. If you have never fixed a memory size for menu problem, you may need to do some research. Anyway, I need this fixed and I need it done fast. I can provide you with WP, FTP, and Cpanel access. I PREFER TO GIVE THE JOB TO SOMEONE WHO HAS FIXED WP MEMORY ISSUES WITH MENUS BEFORE. btw, the freelancer interface is awful.
