Hi.
With over 10 years of experience in software analysis and development, I have great practice on developing algorithms of great performance, serial and paralel, specially when it comes to C# and C++. I always make good use of unit-tests as well as other good software development practices. Unit-testing for example, is perfect for this code porting. I've ported fortran algorithms to C#, C# to C++, and others for great brazilian companies such as Petrobras. There, I generated the expected results from the origin code that I latter used in the asserts for the newly produced code.
Also, I'm an MSDN developer, so Visual Studio won't be a problem (I have currently installed in my workstation from 2010 to 2013). I currently work on Windows 8.1 64-bit, so I guess that won't be a problem either.
Now, I need to understand a little better your need. My first questions are:
1. Does this software have User Interface?
2. What is the size of the code (you can tell me just the number of files and lines for now)?
