Updated to include new cahnges. -- This is not a very complex extension, I think your bid range is too high. Most freelancers here would bid based on your budget instead of the amount of work required. I would say this project would cost somewhere between $1000-$1500. If you repost this project with a new budget send me a PM with the link so I can bid on it. For icons I would use freeware icons, if you want better quality you can also purchase stock images, they don't cost more than a few dollars. There are also some technical limitations for highlighting the text on any given page, these are unavoidable due to the way your extension works and would appear regardless of the freelancer you choose.
