Desktop Software

I am a web-programmer who is making a project for a client, I need a desktop application that will function similar to eBay's turbolister that will allow people to upload hundreds of images w/ descriptions and the software will send the information to my web server, and it will kick back the cost, and the software needs to charge the user either via paypal or credit card, once paid, send another signal bag through my API (PHP API on web server) letting the server know the payment has been made, and all of the uploaded products w/ images / description ect... will be turned from `disabled` to `enabled` There will be another end to this software also, there will need to be a side that I can give my client and let him press "next" and it pops up that product on his screen for verification of following all the rules, if the verification is passed (would involve either typing something or uploading an image) it would allow him to move on to the next one in the database. Please give me an accurate quote, project begins next monday and I will be ready for the software developer by mid april to complete the desktop software. Please reply with accurate information regarding quote, I want quality software, but don't jerk me around and quote 50,000$ - Give me a real quote and we will try and get a job going.
