custom keybinds application

I am looking for a programmer to create a custom keybind application that will work with the majority of keyboards and mouse. This application will map out the keys for gamers and avoid the tedious button mashing with multiple keys. For example: Hitting numbers 1, 3, 8, 2 in a sequence will allow you to perform a combo ability. Instead of hitting all 4 keys to perform the combo, I would like to have them bind together so I just hit 1 key. The application will allow the user to manually enter x amount of keys in sequence and save them. The keybinds will only work if the application is running. If possible, I would like a time delay option between the keystrokes. For example, giving it 1 or 2 seconds between each key. As mentioned, I would this to work on the majority of keyboards and mouse. My mouse has 10 buttons. I would like to be able to use the buttons on my mouse to perform keybinds.
