Access iPhone camera via web browser

I need to be able to use the IPhone or IPad camera by just using Safari web browser. They can use Jscript, HTML5, etc?? It can capture the image directly back to Safari or locate the image in the IOS file structures and return the image. I want to do this without having to install any special drivers or software to the IOS device.
