I need to have a document management application created. I plan on providing my clients with a USB drive with their record. Rather than simply putting the various parts of their record in a folder within folder system, I would like to use an interface that presents categories and individual file names on the left and the image of the document on the right. Files are stored in pdf and tiff format. Of course, the application would have to run from the USB drive. I don't want to force users to install anything on their pc to access the data.
In addition, the record needs to be encrypted and accessed only with a password. I would like to be able to load a picture, such as my company logo, in the upper left corner.
I would like it to look very similar to the interface found here:

Of particular importance are the navigation tree on the left and the document content on the right, the option to go back and forward in the upper right, the option to print and maximize/restore in the upper right, the logo in the upper left, and the terms of use. The search function is not necessar as I think it would be difficult to search the tiffs. One option that is not listed is a page counter. Some of our files are multiple pdf pages. I would like the application to tell the user that they are looking at page x of y with a horizontal scrolling bar at the top.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
