Convert PSD to HTML

I need attached psd to be cropped and relevant html +css created. * Both the html and css should be w3c valid. * html should be transitional, and css should be 2.1 compliant * IE6 & above and ff3+, chrome, safari should be supported * No inline css, all css should be in the [login to view URL] file, however you can use sass or scss This is first page of the 5-6 pages. I have many similar jobs and I'd like to have them done with the same coder, so please apply only if you are fluent in html + css.
