Customize XML Deskbar Application

Customize XML deskbar into an ad rotator tool. (I Have the Deskbar Builder and Command List for How-To Edit It) - Web interface to input text/HTML ads - Deskbar tool customized (using simple XML file) so when installed by user needs to get ads from server and rotate them in small window on desktop, earning credits for user for every ad displayed ## Deliverables The project is 2 main parts: 1) create a web app with text/HTML ad entry web interface, member signup page, member login, member ads page (# credits, edit/delete ads, activate/deactivate ads,? ad display stats), and affiliate tracking (# of referrals, affiliate earnings)? The ad input should allow for 234x60 size and will be either text or HTML based on member level.? It should allow for an ad name so member can recognize it in the list, and allow for a hyperlink to send viewers when they click it. Users earn credits by installing deskbar and watching ads displayed on their desktop, and they spend them every time one of their ads is shown to another user.? They earn an override of credits on members they refer also (will provide full details) (I am open to either create this from ground up, or I have Butterfly Marketing script which already does signups, login, and affiliate tracking (all that would need to be added is the ad functionality--I can provide tweaked version of installed site and tell you what exactly I need on each page) 2) Modify deskbar tool - I have a deskbar builder tool (it renders exe file that installs deskbar on client computer. I need the deskbar tool to interface with the web app to display the ads on user desktop in lower right corner window 234x60 and rotate them based on time. Each new ad earns user credits and subtracts credits from ad owner in web app database.? Deskbar has auto-update feature where it uses server-based XML file to update itself on user desktop--this feature MUST be activated. Please quote time and cost
