Enable C# dll so it can be used (referenced) without registering

I have C# based Class Library (dll) which can be used as a reference within a third party software's Application Programming Interfaces (APIs). However, the problem is that the dll needs to be registered in order to work within VBA-based API. I am looking for somebody who can make the dll work without needing to be registered (Windows Registry) as COM object. There is a windows form as a part of the dll that provides an interface to the functionality in it. Any solution to make the dll work, including migrating the code in a different language (C++) if this is what it takes, is acceptable. The C# source code (Visual Studio solution) will be provided for potential candidates. A required DELIVERABLES are source code with precise instructions (document) on how to make the dll work without registering it.
