Desktop software and website for it needed

This project consists of 2 items, first is a software similar to [login to view URL] and second is for a similar website to promote the software. Read the attached specifications and ask as many questions you need to understand the project before you bid. Please submit examples of relevant work you did similar to my project, a description of the way you would build the software along with an explanation of why your way is the best way to build the software.
