To start with the platform, I will recommend you to start with a web based platform where users can push their games and put winning conditions on your server redirection, as I can see, every game as a different price and earning method. Mobile Application for this will need some extra efforts as all the games cannot work on the same engine as web for mobile. We can build a webview application for you as a starting point to avoid any gaming engine involvement.
